Belt and braces approach. Try deleting both data and cache on Google play and Google play services. This sometimes works. You may have to re-enter Google account details.

You could try going into settings - apps - mobdro then depending on android version, something like Storage (option may be on a higher level menu) and look for Clear Cache.

You could try the Nova launcher which allows 20+ short cuts on its home page. You can always revert to the original if you don't like it. Get it from the google play store

Do you exit Kodi correctly by pressing the "exit" button as opposed to just shutting down the box? If so, I suggest exiting incorrectly is the cause of your problem.

This isn't a new OTA update. It was for a fix for a specific problem that occured in early in 2017. If everything else is working ok on your box I would suggest no action is necessary. There hasn't been a t8s V2 OTA update to a long time.
