X7 not booting

A friend of mine who I referred to buy a X7 is having an issue where his box won't boot.

Press the button on top and just flashes blue and doesn't stay solid.

Any ideas ?

Also take a look at this video

Goal is to do factory reset/wipe data ,after that reboot.

Box should work.
