PS4 Remote Play requires Intel Core i5-560M Processor 2.67 GHz or faster , so don't think so.
XBox One lists ( http://support.xbox.com/en-GB/games/game-setup/how-to-use-game-streaming#systemrequirements ) 1.5GHz CPU as a minimum, so you could try, however I'd definitely not want to officially predict it would work smoothly without seeing it in action myself.
