Location Display On Main Screen (Next To Clock Display)

About the location display on the main screen (next to the clock display) in the top left corner.

It always says 'Locating By Network........'.

My network connection is working correctly (WiFi).

When I click to enter the location manually. It does not save/update the setting.

The people who wrote the widget for weather/location broke it many years ago and it never got fixed properly. Turning on location settings in android setting sometimes works.
